1. Trade Labor Wage Telemetry (BLS OEWS)

Wage distribution percentiles (10th, 25th, 50th/Median, 75th, 90th) are derived from the U.S. Bureau of Labor Statistics Occupational Employment and Wage Statistics (OEWS) program under Standard Occupational Classification (SOC) codes.

Billable Contractor Hourly Rate = (Base Hourly Wage × Overhead Multiplier [1.45–1.65]) + Equipment Amortization + Insurance Allocation

2. Municipal Building Permit Fee Modeling

County building departments across 3,143 jurisdictions utilize diverse fee schedules. We normalize these into three standardized mathematical models:

  • Tiered Valuation Model: Base fee + ($X per $1,000 of construction valuation).
  • Square Footage Scope Model: $/sq. ft. rate based on occupancy classification (IRC Group R-3).

State multipliers range from 0.82 in low-cost southern jurisdictions (Mississippi, Arkansas) to 1.42 in isolated or high-cost metro markets (Hawaii, California, New York), reflecting prevailing wage determinations, local union density, and cost-of-living indices.
